The Norwegian political democracy shows sign of stress and tension. Political parties and voluntary associations face recruitment problems and elected representatives in local government councils increasingly resign after only a single term. Young Norwegians are supportive of democracy, but few are interested in actual participation in it (Ahonen 1999). It appears that the inclusion of the new generations in the political culture is less effective than it used to be (Øya 1995).
