The paper describes the main developments of Citizenship education in Lithuania after restoring Independence in 1990 (during the accessing period to European Union). It shows the efforts made by politicians, university professors as well as educational communities to implement new strategies for Citizenship education into national curricula as a compulsory subject. The main problems presented in the paper are based on the analyses of the data of the international comparative study (IEA Civic Education study). The results of the study on teenagers civic competencies shows that Lithuania ranks only 24th amongst countries (the Lithuanian sample consist of N=3654 students from Lithuanian, Russian and Polish schools). In general results show a great discrepancy between national civic education curriculum and its conceptualization by teenagers; for example, non-democratic features were sometimes recognized as democratic ones.
