This paper opens with Louise, a 15 year old girl who has been identified as bright but underachieving. She is the kind of girl who should be involved in her school, in her community, able to debate topical political issues and ready to vote when she turns 18 in three years time. But in interview she reveals she is disaffected and disengaged, choosing not to participate in learning. There are many boys and girls like Louise around Britain - young people who should be the next generation of active citizens - but who are turned of, resistant to involvement in school or community.
