Comments: Approximately one third of Estonian society does not know the state language: many of these people are not citizens of Estonia and some are stateless. The state school system follows a single national curriculum, but works in two languages - Estonian and Russian. The curriculum includes a special subject intended to support integration - Civics - but this may be problematic, in that it is used in different ways in the two sorts of school. This paper looks at the role of the school system, and especially of Civics, in the context of what might be useful development for society as a whole. It also considers the international ramifications of the Estonian experience
