This paper argues that social-breeding and social-development are interrelated and conditioned processes. It presents data to explore teacher, parent and student sense of freedom, responsibility and independence to illustrate the importance of social breeding and the role of the school. It then considers student attitudes exploring both attitudes as social orientations of values, and as conscious inner social mechanisms. In doing so it draws on questionnaire data form Russian-Latvian mobility students which leads the authors to stress the importance of self-actualisation educational processes. Keywords: social breeding, social development, attitudes, mobility
